The Illinois Department of Transportation retained Regina Webster & Associates for five contracts to provide manual classification counts at hundreds of intersection and expressway locations in District One. Some contracts included preparation of condition diagrams and retrieval of accident records for selected intersections, in addition to manual intersection counts for traffic signal warrants and studies.

In 2000, Regina Webster & Associates (RWA) completed a 12-hour manual classification count project for the Illinois Department of Transportation in several District One intersections and expressway locations. The firm developed a spreadsheet template for electronic reporting of the count data. Data were collected using Jamar DB-400 electronic count boards. RWA had a perfect record for timeliness and count acceptability.
