James P. Sturrock, P. E. , brings a wealth of civil, transportation and related experience to the firm. He currently serves as Senior Transportation Engineer for The Illinois State Toll Highway Authority Open Road Tolling reconstruction of Plaza 37 and Plaza 51. Mr. Sturrock is also project manager for the Chicago Transit Authority Red Line Wilson Station reconstruction traffic study.

Mr. Sturrock’s background includes design and planning experience with the Illinois Department of Transportation as well as the Chicago Department of Transportation. He possesses considerable experience in analyzing traffic signal operations, including complex signal design, and in the preparation of traffic signal plans, specifications and estimates for roadway projects, including modernization and interconnected systems.

Before joining RWA, Mr. Sturrock managed the Illinois Department of Traffic Signage Plan for the Dan Ryan Expressway from 71st Street to the I-94/I-57 Interchange for inbound/outbound lane ground mounted and overhead signage. Among his other projects for IDOT were improvements to Illinois 22 that included traffic signal plans for seven intersections and a railroad crossing with signal preemption design.

He also served as project engineer for a Phase II project for Central Avenue over I-55, which included changing a tight diamond interchange into a single point urban interchange, as well as monotube signal design. For the Illinois Department of Transportation Bureaus of Design and Construction-Bureau of Traffic, Mr. Sturrock was actively involved in the operations analyses, safety analyses, accident analyses, and maintenance concerns for a range of 300 to 800 intersections. He served as Senior Traffic Engineer for the preparation of contract plans for the Lake Shore Drive Relocation project on Chicago’s Lakefront for the Chicago Department of Transportation, which involved roadway reconstruction and traffic engineering. Mr. Sturrock was the project manager on the Naperville Illinois Phase One Interaction Improvement Plan, which included bridge widening and creation of a bike path.

Mr. Sturrock received his Bachelor of Science in Civil Engineering from the University of Illinois at Urbana-Champaign.
