For the Chicago Lakefront Millennium Project, Regina Webster & Associates provided traffic engineering services to McDonough Associates to determine traffic impacts at the new site. The project consisted of upgrading the existing rail yard and surface parking lots at the northwest corner of Grant Park to a 16.5 acre landscaped parkland with a new performance space, terraces and garden areas. A number of transportation improvements coincided with the project, including the provision of a 2,500-space parking garage underneath the park facility.
The focus of the study was to estimate the traffic increases attributable to an increase in the parking supply, and to evaluate access for pedestrians, autos, and transit users into and out of the Grant Park area. The study concentrated on the times for peak use at the parking garage and on mid-size special events. Data was collected at 12 intersections around Grant Park; driveway counts were taken at area parking facilities as part of the study. Circulation recommendations were for the new parking garage, deployment of personnel during special events, and for roadway infrastructure improvements necessary to support the expansion of Grant Park.
