Regina Webster & Associates prepared a traffic analysis to address operational concerns about rental car shuttle bus circulation and recommend measures to mitigate congestion and increase efficiency of the rental car shuttle bus service. RWA simulated existing circulation patterns at the airport, simulated patterns with implementation of mitigation alternatives and, based on the results of the simulation, made final recommendations for mitigating impacts. The simulation yielded measures of effectiveness to compare across alternates and also provided an animated simulation of traffic flows so that operational characteristics were visually compared. The VISSIM simulation model, which is a traffic flow model especially useful in airport landside traffic flow studies and other complex traffic flow situations, was used to look at upper and lower level circulation.
